Using Incident Command System in your Plan

Using Incident Command System, or in the healthcare world HICS (Hospital Incident Command System), helps you organize your disaster response both internally and externally. Please review our section on How California Responds to Disasters with ICS before proceeding.

HICS can be used at organizations both large and small–it can even be used by just one person! If you have a small organization, the same person may fill multiple spots on the HICS organizational chart, and that's ok. Just be sure to practice and exercise to make sure that one person is not overburdened with their role(s) in an emergency.

Basic HICS Job Functions Overview
Incident Command: Leads the response, appoints team leaders; approves plans and key actions
Operations Team: Handles key actions including first aid, search and rescue, fire suppression, securing the site
Planning Team: Gathers information, thinks ahead, makes and revises action plans, and keeps all team members informed and communicating
Logistics Team: Finds, distributes, and stores all necessary resources (supplies and people)
Finance Team: Tracks all expenses, claims, activities and personnel time, and is the record keeper for the incident

Remember, it is critical that you modify this org chart to fit your own needs within your facility.

Your Job Action Sheets (an important component of your plan) will describe in detail the actions that staff need to take in a disaster. For downloadable Job Action Sheets that have been modified for long term care, click here
