Staff from the Program sit on the key invitational state-level workgroups handling disaster preparedness issues in California. This provides CAHF the opportunity to represent the unique and important needs, as well as the distinct strengths and abilities, of long term care. Program staff are also contributing to the Department of Health Services' critical surge capacity project as it develops. In late 2006, DHS contracted with PricewaterhouseCoopers to guide the process and produce the final product. The project is the development of Surge Standards and Guidelines for the healthcare system. Surge capacity refers to the ability of the healthcare system to expand to accommodate many additional people who will likely have a higher acuity. The project initially focused on three planning scenarios that would cause a massive patient surge: a San Francisco earthquake with flooding in the Sacramento area, a nuclear detonation in Los Angeles and an influenza pandemic. Disaster Preparedness Program staff have ensured CAHF's expert participation at each of the three Collaborative Design Sessions including "Operational Aspects of Surge Planning", "Liability" and "Reimbursement." Staff will continue to provide guidance about the needs of long term care, and will, with help from expert CAHF members, participate on the workgroups formed out of the Collaborative Design Sessions to promote appropriate outcomes for long term care. |
